isu reload to slow

i have isu152 tank from NA server,but here on russian server he have reload to slow, i buy hem acesories 20% reload speed and i have 12 level crew and reload is 15,9 sec...other player from russia told me their isu152 have reload 13,5 sec without 20% reload speed ...how? my respect for you and thank you
